Vladimir Putin has offered a clear preview of Russia’s agenda for the SCO Summit: countering Western sanctions and accelerating the construction of a “fairer world.” His remarks establish the two main pillars of his strategy for the high-level gathering in Tianjin.
The first pillar is defensive: building a united front against what he calls “discriminatory sanctions.” He emphasized the common position of Russia and China on this issue and called for strengthening the BRICS and SCO blocs to resist such economic pressure collectively.
The second pillar is proactive: “shaping a fairer, multipolar world order.” This involves creating new structures for security and economic cooperation, such as the proposed Eurasian security architecture and the continued push to de-dollarize trade, thereby reducing the West’s ability to dictate global terms.
This dual agenda—resisting the old order while building a new one—will drive Russia’s diplomatic efforts at the summit. Putin’s message is that the SCO is no longer just a regional forum, but a vehicle for a fundamental reshaping of international relations.
